One Ukrainian number can change the whole comparison
Imagine three people in the UK. One calls a mother who is currently on Kyivstar every evening. Another needs to ring a grandfather with a Vodafone Ukraine mobile and no smartphone. A third speaks to clients across several Ukrainian networks. They all dial +380, but a package limited to one Ukrainian network may work for only the first person.
| Who you call | First option worth checking | Question that decides whether it works |
|---|
| A current Kyivstar mobile | Eligible Lebara international-minute SIM | Is this exact number and plan covered by the Kyivstar-specific allowance? |
|---|
| Vodafone Ukraine or lifecell mobile | Vodafone Call Abroad, a verified per-minute service or app-to-phone calling | Does the purchased service cover this current network and number type? |
|---|
| Several Ukrainian operators | A Ukraine-wide calling Extra or service with number-specific rates | Is every recipient eligible, or will some calls be charged outside the bundle? |
|---|
| A Ukrainian landline | A service explicitly covering Ukrainian landlines | Does the offer include landlines and this geographic or special range? |
|---|
| Relatives with smartphones and working internet | WhatsApp, Viber, Signal or another app-to-app method | Do both people have the same app and sufficient connectivity? |
|---|
| A person in Ukraine using a +44 UK number | Your ordinary UK calling allowance | Are there separate roaming charges for the person receiving the call? |
|---|
The important purchase question is “Does my plan cover this full number?” A general “Ukraine” label, or an old network prefix, does not always answer it.
Check a Ukrainian number's current network, not just its prefix
Ukraine allows mobile numbers to be transferred between operators. Someone may keep the same number after moving from Kyivstar to Vodafone Ukraine or lifecell. A prefix traditionally associated with Kyivstar is therefore not proof that a UK bundle restricted to Kyivstar will still cover the call.
You can use the Ukrainian State Centre of Radio Frequencies' central number database lookup to investigate a number. The official tool requests the 10-digit Ukrainian domestic number, without the country-code digits 38. The recipient can also confirm the current network through their operator account. Where a UK provider restricts an allowance by Ukrainian operator, ask the UK provider how it treats ported numbers before purchasing or making a long call. The lookup checks network information, not your UK SIM tariff or the operator’s treatment of ported-number billing. Obtain plan-specific confirmation where the country allowance is network-restricted.
This single check is often more valuable than another table ranking UK networks by their headline data prices.
Lebara: a credible choice for Kyivstar, not a blanket Ukraine allowance
Lebara has named “Ukraine (Kyivstar)” on its UK consumer-facing pages as well as in its published destination lists. Its SIM-only offers include international minutes on eligible plans, and the operator explains that standard eligible calls use those minutes, with PAYG charges applying outside the allowance. This is stronger evidence than relying on an old country-list PDF alone, but “Ukraine (Kyivstar)” is still narrower than “all calls to Ukraine”. The advertised country list does not establish the allowance, number eligibility or renewal terms of the exact SIM you are buying.
That makes Lebara particularly relevant when you need one UK number for everyday data, calls and texts and regular conventional calls to a currently eligible Kyivstar contact. The provider uses Vodafone's UK network, so local reception matters as well as the international allowance.
Before selecting a Lebara deal, check these product-specific points together: whether the chosen tariff includes Ukraine/Kyivstar, whether the recipient's actual mobile network qualifies, whether landlines or transferred numbers are treated differently, how the minute pot is shared with other countries, the rate once it runs out and the renewal cost after any introductory offer.
The Lebara deals in our live catalogue let you compare the UK side of that purchase. For destination eligibility, open Lebara's international calling information using our confirmed Awin route. This is a general partner route, not a guaranteed direct checkout for a specific Kyivstar-eligible product. A tariff card's existing View Deal button is a separate, offer-specific tracked purchase route.
When Lebara is probably the wrong starting point
Do not choose a Lebara SIM solely because a relative's number begins with digits often associated with Kyivstar. If the contact is now on another operator, the current allowance may not work. Lebara may also be a less obvious choice if you frequently ring Ukrainian landlines or a mix of networks and cannot confirm their eligibility.
In that situation, compare an add-on or a separate calling service covering the actual recipients. An apparently generous unused allowance has no value if your calls are billed at standard rates.
Already with Vodafone UK? Investigate Call Abroad before switching
Vodafone sells different international calling Extras, and their destination lists are not interchangeable. Its published Call Abroad Extra destination list names Ukraine. Its International Saver Extra destination list does not. Buying the cheaper-sounding product without checking could leave every Ukrainian call outside the purchased allowance.
For an eligible Vodafone Pay Monthly account, compare a Ukraine-inclusive Call Abroad Extra with changing to a new SIM. Pay As You Go and Pay As You Go Plus have different international Extras, so do not assume Call Abroad is available on your tariff. Check whether your account can add the relevant Extra, what type of Ukrainian number it covers, when the included minutes expire, whether there is a charge after you exceed the allowance, and how cancellation works. Vodafone publishes that its Call Abroad Extras automatically renew each month until cancelled; that matters if you need the service for only a short period.
If your existing eligible Vodafone plan otherwise works well, the Extra is an incremental calling cost. If you would take out a new Vodafone contract to obtain it, compare the whole UK plan plus Extra, over the same period, against a confirmed eligible alternative. The Vodafone UK tariff listings and our Vodafone vs Lebara comparison cover ordinary SIM pricing, reception and commitments. They cannot guarantee Ukraine calling simply by displaying a Vodafone card.
Vodafone UK and Vodafone Ukraine are different commercial services. A Ukrainian contact using Vodafone Ukraine does not automatically receive a special on-network rate from a Vodafone UK SIM. The terms of the selected UK international Extra decide the charge.
Other UK networks: the important distinction is included minutes versus a discounted rate
O2: paying for a lower rate is not buying a bucket of Ukraine minutes
O2 offers international Bolt Ons and discounted international options on eligible accounts. Its Pay Monthly International Bolt On is a recurring charge for access to reduced per-minute international rates, not an automatic bucket of free Ukraine minutes. Some O2 Pay As You Go tariffs also advertise discounted overseas rates, and other PAYG customers may have a separate International Monthly Bolt On. These are different products: neither a generic “from” rate nor an EU destination list proves the charge for the Ukrainian mobile or landline you call.
If you already have O2, look up the specific Ukraine mobile or landline rate applicable to your tariff, then add any Bolt On fee and compare with the standard rate without it. A customer making two short calls in a month may not recover the fixed fee; a regular caller could, depending on the Ukraine rate. “From 1p a minute” marketing is not a verified price for the Ukrainian number you intend to ring.
EE: identify your account's Ukraine rate before dialling
EE publishes a destination page for calls from the UK to Ukraine, with rates that differ considerably by account or tariff category. Some standard charges are high enough for a short conversation to become an expensive mistake. An international pack that covers certain European countries is not evidence that it covers non-EU Ukraine.
Check the Ukraine rate for your EE product, not a rate quoted for a different kind of EE account. If no eligible add-on covers your number and you regularly call a conventional mobile or landline, compare a second calling service rather than assuming your UK minutes apply.
Lyca Mobile UK: international branding does not confirm +380 inclusion
Lyca UK includes international minutes on selected SIM plans, but Ukraine is absent from the standard included-destination list in its published UK international-calling overview. That does not prove Lyca could never sell another Ukraine-specific product; it means you should not infer Ukraine calling from a generic international-minute badge or from a Lyca Mobile Ukraine offer, which is a separate national service.
Lyca can still be worth comparing as a UK data SIM if virtually all your Ukrainian conversations happen through apps. See our Lyca Mobile UK offers for UK data and coverage. If you want to make conventional +380 calls on Lyca, use the confirmed affiliate route to Lyca's international rates and establish the current Ukraine-specific charge or an expressly eligible product first. Do not buy a standard UK plan assuming its bundled minutes will cover Ukraine.
1pMobile and other UK SIMs: don't mistake UK allowances for international calls
A standard 1pMobile bundle is primarily a UK service. The operator states that its Boosts do not include an international calling allowance: you need separate credit to call Ukrainian numbers. If you like your existing service or need EE-based UK reception, compare its Ukraine-specific call charges and required credit against a separate calling route, not just its low UK tariff. Our 1pMobile SIM-only listings are for the underlying UK service.
Some specialised calling services let you ring an ordinary Ukrainian landline or mobile through an app, including when the recipient does not have the app. That is paid app-to-phone calling, not the same as a free WhatsApp-to-WhatsApp call. Read the actual Ukrainian number or network rate, top-up conditions, connection fees and access-number rules. A service using an ordinary UK access number may also trigger charges on the UK SIM itself.
The real-cost question: are you replacing a SIM or adding a way to call?
A comparison becomes misleading when one quote is for a complete UK SIM and the other is only an international calling Extra. First decide what you are genuinely replacing.
- Keeping your main UK SIM either way: compare the additional Ukraine calling spend. Your existing UK line is a common cost, so adding it to both alternatives does not change which calling method wins.
- Replacing your main SIM: compare the full replacement plan against your existing UK plan plus all Ukraine calling costs, including coverage, domestic data and any early-exit charge.
- Adding a second SIM: count the second line's recurring charge while continuing to pay for the original. If it is only used for occasional calls, this can be harder to justify than a suitable PAYG or app-to-phone method.
A bundle can win for regular calls but lose after its minutes expire
Here is a completely fictional calling-only illustration. These are not Lyca, Lebara, Vodafone, O2 or another provider's actual prices. Assume both methods reach precisely the same eligible +380 numbers, cover the same period, bill in identical whole-minute units, and have no separate connection fees. You retain your UK SIM in either case.
Option A: 12p per billable minute, without a fixed calling fee. Option B: £6 for 80 included billable minutes, then 28p per extra billable minute.
| Billable minutes in the period | A: PAYG | B: bundle then excess | Lower extra cost |
|---|
| 20 | £2.40 | £6.00 | PAYG |
|---|
| 50 | £6.00 | £6.00 | Tie |
|---|
| 60 | £7.20 | £6.00 | Bundle |
|---|
| 80 | £9.60 | £6.00 | Bundle |
|---|
| 100 | £12.00 | £11.60 | Bundle |
|---|
| 120 | £14.40 | £17.20 | PAYG |
|---|
For whole billable minutes, the fictional bundle is cheaper from 51 to 102 minutes. At 50 they tie, and from 103 minutes PAYG becomes cheaper again because the bundle's excess rate is so high. This is the trap in comparing headline inclusive minutes without looking at charges after the allowance. A different real bundle might have a much lower excess rate or allow you to buy another pack; that could change the result entirely.
Your actual calculation should use the current price for the exact Ukrainian number, the number of calls, billing increments, any connection charge, credit expiry and the plan's renewal period. Under hypothetical whole-minute billing, ten conversations lasting 61 seconds each could consume 20 minutes, although you spoke for just over ten minutes. A provider billing by the second might count differently.
Also compare periods fairly: twelve successive 30-day periods cover 360 days, not a full 365-day year. Never apply a one-month introductory price to every future renewal when estimating a long-term saving.
How to dial a Ukrainian mobile or landline from the UK
Ukraine's country code is +380. Drop the leading domestic 0 and add +380. Storing the number internationally also makes it easier to use from a phone when travelling.
| Example number in Ukraine | Dial from a UK mobile |
|---|
| Fictional mobile: `067 123 45 67` | `+380 67 123 45 67` |
|---|
| Fictional mobile: `050 123 45 67` | `+380 50 123 45 67` |
|---|
| Fictional Kyiv landline: `044 123 45 67` | `+380 44 123 45 67` |
|---|
The examples illustrate formatting, not real contacts or confirmed network assignments. Traditionally familiar mobile prefixes cannot establish a number's present-day operator because of portability. Kyiv's area code in the international dialling format is 44, which forms part of the full Ukrainian landline number.
Ordinary +380 mobiles and landlines are distinct from short domestic helplines, premium numbers and special-service ranges. A three-digit Ukrainian helpline may not work when called from outside the country; find an ordinary international-format contact number where possible. A tariff including Ukraine may still exclude a particular non-standard destination.
Free app calls, paid calls to ordinary numbers and connectivity interruptions
WhatsApp, Viber, Signal and similar app-to-app calls use internet access rather than conventional international voice minutes. Over Wi-Fi, there is generally no international voice charge from your UK mobile operator. Over mobile data, the call uses your data allowance and any data charges still apply. Both people must use the compatible service.
If a relative cannot use a smartphone or needs to be reached on an ordinary Ukrainian landline, a conventional +380 call or a paid app-to-phone service is the relevant comparison. A mobile operator's built-in Wi-Fi Calling feature is not equivalent to a free WhatsApp call: dialling +380 from your normal phone dialler may still be billed as an international voice call even if the connection uses Wi-Fi.
Mobile signal, electricity or internet outages can interrupt either kind of contact. One technology cannot guarantee you will reach someone whenever service is disrupted. A voice call may work where mobile data does not; an app message may be delivered later when the recipient reconnects. It can help to have both an app and a verified conventional calling method for important contacts rather than pay for a large package neither person can always use.
A family member's current physical location is not the same as their phone number's destination. Calling a relative's +44 UK number while they are in Ukraine is generally a UK-number call from your side; their own roaming or incoming-call charges are a separate issue. Dialling +380 from the UK is international calling. Using your UK SIM while physically in Ukraine is roaming. Even where a provider offers some Ukraine roaming benefit, it does not prove its UK-to-Ukraine voice allowance is included.
Do you need to change UK network at all?
Before moving providers, compare UK reception and data with the real international benefit. Lebara uses Vodafone's UK network, but being on the same host network does not transfer Vodafone-branded Call Abroad Extra privileges to Lebara. Equally, a cheaper UK data tariff does not make costly out-of-bundle Ukraine minutes disappear.
If an eligible Lebara tariff covers the particular Kyivstar number you call and gives you good UK coverage, using one main SIM may be the simplest choice. If your current Vodafone account can add a qualifying Ukraine calling Extra, staying put may avoid unnecessary switching. If all your long conversations are over apps, choose a suitable ordinary UK SIM using our UK SIM-only comparison and mobile data allowance guide, then keep a small direct-calling option for exceptions.
Want to preserve your UK mobile number? Text PAC to 65075 from the number you want to transfer and give the code to the new provider. Text INFO to 85075 first if you need contract or potential exit-charge information. Do not cancel your current number manually before arranging the transfer. The process is explained in our keep-your-number switching guide and by Ofcom's official switching guidance.
If you want your existing UK SIM for banking texts and everyday calls, a compatible dual-SIM phone can use a second line for Ukraine calling. But check whether that second product actually supports physical SIM or eSIM, and which outgoing line the phone selects. The wrong default could charge the full international rate on your original account.
For UK-to-other-country calling needs, use our broader international calling SIM guide. This page stays focused on Ukraine, where the recipient's current mobile network can be decisive.
Frequently asked questions
Which UK SIM is best for calling Ukraine?
For frequent calls to an eligible Kyivstar mobile, start with the exact Lebara plan and verify the published Kyivstar-specific international inclusion. For other Ukrainian mobile networks or landlines, check a Ukraine-eligible Vodafone Call Abroad Extra if you have an eligible Pay Monthly account, or a calling service with confirmed number-specific rates. For app-to-app conversations, you may need UK data rather than paid international minutes. There is no sound permanent cheapest winner across all +380 destinations.
Does Lebara include Ukraine in its international minutes?
Lebara has named “Ukraine (Kyivstar)” on its UK consumer pages and destination lists, rather than all Ukrainian networks. That is evidence of a marketed Kyivstar-specific destination, not proof that every individual +380 number qualifies on the plan you select. Check the current plan, number type and whether a ported mobile qualifies before buying. Being on Kyivstar at one time is not enough to guarantee that an individual number remains eligible.
Does Vodafone UK's International Saver Extra include Ukraine?
No. Vodafone's published Pay Monthly Call Abroad Extra list names Ukraine; its Pay Monthly International Saver Extra list does not. Confirm which international Extra your account can buy: PAYG products have different options. Call Abroad renews monthly until cancelled.
Will Lyca Mobile UK's included international minutes cover Ukraine?
Do not assume so. Ukraine is absent from Lyca's published standard UK included-destination list reviewed for this guide. Check whether a separately eligible product exists and the Ukraine-specific charge before calling; a Lyca Mobile Ukraine service or roaming benefit is not proof of included calls from Britain.
Is a 067 Ukrainian mobile number definitely on Kyivstar?
No. The prefix may indicate where the number was first issued, but mobile number portability means the current network may be different. Investigate the number using the official Ukrainian central-number lookup and ask the UK provider how it bills ported destinations.
Is it free to call Ukraine with unlimited UK minutes?
Normally not. UK domestic minutes generally cover qualifying UK numbers, not +380 international destinations. You need a specifically eligible international allowance, a calling Extra, an app-to-phone service or a PAYG rate that applies to the Ukrainian number.
Can I call Ukrainian landlines and people without WhatsApp?
Yes, conventional international calling or a paid app-to-phone service can reach ordinary eligible Ukrainian landlines and mobiles. Verify the full number, area code, rate and any exclusions; short domestic helplines and premium services may have different rules.
Is calling Ukraine the same as roaming in Ukraine?
No. Calling a +380 number while you are in the UK is an international call. Roaming refers to using your UK SIM while physically in Ukraine. A roaming promotion does not automatically include UK-to-Ukraine calls, and an international bundle does not automatically include roaming.
How do I dial Ukraine from a UK mobile?
Dial +380, then the Ukrainian number without its initial domestic 0. A mobile written `067 123 45 67` would be entered as `+380 67 123 45 67`. The dialling format does not establish whether the call is included in your plan.
The practical answer: start with the full Ukrainian number and its current network. Check an eligible Lebara option for Kyivstar, an appropriate existing-network Extra for other +380 numbers, or app calling where conventional voice is unnecessary. Compare your total UK SIM plus Ukraine calling cost, rather than choosing on the largest advertised international-minute allowance.
