For regular calls from the UK to Romanian mobiles or landlines, compare spusu, Lyca Mobile and Lebara first. In official contract summaries checked on 22 October 2026, selected spusu plans included up to 500 minutes for calls from the UK to EU countries. Romania is an EU destination. Qualifying Lyca and Lebara international plans also include Romanian numbers, while an add-on to a SIM you already own may cost less than switching.
The right choice depends on how often you dial +40 numbers, whether they are ordinary mobiles or landlines, and which UK plan costs you would actually avoid. Unlimited UK minutes and EU roaming do not automatically include calls from Britain to Romania. Those are different benefits.
You do not need a Romanian SIM or a new UK phone number simply to speak to someone in Bucharest, Cluj-Napoca, Iași or elsewhere in Romania. Work out whether a different main SIM, a small international add-on or a pay-per-minute option makes financial sense.
Quick answer: For a new UK SIM and frequent calls mainly to Romania, start by checking an eligible spusu EU-calling plan. For a UK plan covering Romania plus other international destinations, look at Lyca and Lebara. Already on a suitable EE, Three or Vodafone plan? Check its calling add-on before paying for a second SIM.

An everyday UK data SIM
Data, coverage and the occasional ordinary telephone call
Calling from the UK to a Romanian +40 number is international calling. Using your UK SIM while physically in Romania is roaming. Neither automatically proves the other is included. The UK's former EU-derived price cap for UK-to-EU calls no longer applies; UK government guidance advises checking your operator's charge.
The existing Ready to compare? panel and live spusu & Lyca Mobile SIM deals on this page are the place to review UK data allowances, monthly prices and View Deal options. The cards are everyday UK plans: their GB and price alone do not prove that the specific plan includes Romania-calling minutes. The Romania advantage: spusu includes UK-to-EU calls on selected plans
Romania's membership of the EU makes spusu more relevant here than it would be in a guide about calling a non-EU country. Its particular attraction is an allowance for outgoing calls from the UK to eligible EU numbers, rather than EU roaming alone.
The official contract summaries for spusu 20 and spusu 30, reviewed on 22 October 2026, each described up to 500 minutes per month of UK-to-EU calls. These are named, dated examples, not a promise that every spusu package will always carry the same benefit. Check that your particular +40 mobile or landline type qualifies and what happens when the minutes run out.
Who benefits from a 500-minute allowance?
Imagine calling your mother or father in Romania for 20 minutes on 25 evenings: that totals 500 minutes of conversation. A qualifying allowance of that size could cover the pattern if the calls and billing rules meet the plan's terms; a 100-minute allowance would not. You could use the same SIM for your normal UK calls and data instead of adding a second subscription.
spusu runs on the EE network, so UK coverage is worth checking wherever you use your phone. Sharing EE's underlying network does not guarantee identical access to every EE feature or the same experience indoors. Compare spusu SIM-only deals on DealPriceCheck for the existing live UK offers, then check the relevant international-calling entitlement before ordering.
Where spusu might be the wrong purchase
If you call Romania for five minutes in a typical month, buying a whole SIM for hundreds of minutes may be unnecessary. Its EU focus also may not solve a household's non-EU calling needs. Moldova uses +373, not Romania's +40, and its numbers do not become eligible merely because you can call Romania. When another country matters, compare both destination lists rather than assuming they are shared.
A stronger spusu allowance is not automatically a cheaper total plan. If you already pay for an acceptable UK SIM and cannot cancel it, the new subscription is an additional bill. That distinction is often more important than the advertised minutes.
Lyca and Lebara: better to investigate when you call several countries
Lyca Mobile and Lebara are particularly relevant when your main UK SIM needs to provide domestic data and calls alongside eligible international minutes. Both have published international-calling products listing Romania, but their plan-specific allowances cannot be inferred from the data allowance shown on a generic UK SIM card.
Lyca Mobile: a concrete Romania-eligible international plan
Lyca's official All In One Plus 15 product page, checked on 22 October 2026, listed 500 international minutes and included Romania among its eligible destinations. That is stronger evidence than a generic brand claim: a named Lyca product has publicly shown Romania eligibility. It is not evidence that every 6GB, 30GB or 50GB Lyca card in DealPriceCheck has those same 500 minutes. International lists and mobile-versus-landline restrictions must be checked for the exact product purchased.
Lyca deserves particular attention if you call Romania alongside other destinations, want a flexible everyday UK SIM, or find that EE-based coverage works better where you live. Count minutes used across all countries drawing on the same allowance. If several family members regularly use it, a headline total can disappear quickly.
Explore Lyca's international calling plans (affiliate link), then compare current Lyca Mobile SIM deals on DealPriceCheck. The affiliate destination is Lyca's general international-plans section, not a guaranteed checkout for the named All In One product. Confirm the current plan, Romanian number eligibility, amount of shared minutes and renewal price there.
Lebara: a credible option for Romanian mobiles and landlines
Lebara's published UK international destination list also names Romania. Its qualifying international products can cover standard overseas mobile and landline calls, with the amount of calling determined by the selected plan. A Romanian premium-rate or specialist number should not be treated as an ordinary inclusive call.
Lebara uses the Vodafone network in the UK, making it a worthwhile alternative where Vodafone reception suits your home or workplace better than EE. It may also suit someone who wants international minutes as part of a main SIM rather than a separate bolt-on. Against Lyca, compare eligible calls plus UK data over the same billing period, not the first-month headline price.
If you have narrowed your choice to those two networks, our Lebara vs Lyca Mobile comparison examines wider UK coverage, contract and plan differences. This Romania guide focuses on the additional cost and entitlement of calls to +40 numbers rather than duplicating a general brand review.
Occasional calls: 1pMobile and specialist packages
Do not read 1pMobile as a promise that international calls to Romania cost 1p per minute. Its domestic 1p tariff is different from destination-based international rates, and 1pMobile says its Boosts do not include international call minutes: you need sufficient PAYG credit to make those calls. Check the Romanian mobile and landline rates, the top-up required and the likely number of billed minutes. Compare 1pMobile plans or use the approved 1pMobile international rate information (affiliate link).
A specialist alternative, Talk Home, has published a Romania Basic package with separate advertised voice-minute and SMS allowances. It is a relevant comparison if most of your calling is to Romania and you do not need much UK data. Check the currently offered package, its standard-number eligibility and the cost over your intended period rather than assuming a specialist SIM wins on the package name alone. It is not part of the DealPriceCheck live comparison.
If the person in Romania uses a basic mobile or a landline and cannot take WhatsApp calls, app-to-phone international calling is another category to consider. Some services connect an internet-based call at your end to a normal Romanian telephone number at theirs; the recipient does not need the same app. Compare the actual mobile/landline rates, connection charges and minimum top-up. This is different from included SIM minutes and from a free app-to-app WhatsApp call.
Already have a UK SIM? Its Romania add-on could cost less
Do not replace a good UK mobile plan simply because another provider advertises international minutes. First check whether your existing network already sells a Romania-eligible pack for your account type. An add-on is an extra cost on the plan you keep; a replacement SIM is a whole plan that may or may not replace your present bill.
EE Pay As You Go: separate EU minutes from domestic minutes
EE's PAYG international-calling information explicitly lists Romania within its eligible EU destinations. As a dated example checked on 22 October 2026, the official page described 100 EU-calling minutes for £3, valid for 30 days. It is a PAYG example, not a claim that the same pack can be added to every EE Pay Monthly plan or that the price will never change.
This is worth checking when you make occasional Romanian calls and already use EE PAYG. For an EE Pay Monthly account, examine the different international options offered to that account, rather than purchasing on the assumption that its PAYG pack is transferable.
Three: Pay Monthly and PAYG have different rules
Three lists Romania among destinations for both its Pay Monthly and PAYG Call Abroad products. On the official information reviewed 22 October 2026, a PAYG 200-minute pack for £5 lasted one calendar month, while separate Pay Monthly options renewed monthly. Those are historical observed conditions, not evergreen prices or eligibility for every account.
If you already use Three, check the pack your own account can buy, whether it renews and whether the Romanian number you call is included. Only compare Three SIM plans as replacements if moving away from your present UK package is genuinely an option.
Vodafone: check the International Saver Extra for your plan
Vodafone's official International Saver Extra destination list includes Romania and describes minute allowances for UK-origin international calls. This is an add-on for eligible accounts, not the standalone monthly price of a Vodafone SIM. Vodafone also has other international products for different customer types; do not assume one product applies to PAYG, Pay Monthly and PAYG Plus equally.
A Vodafone customer considering a full switch can also compare Vodafone and Lebara on their wider UK-plan costs. Lebara uses Vodafone's network infrastructure, but that does not establish identical speed, services or indoor reception.
Work out the real cost: which bill would disappear?
The most misleading comparison is to put the price of a full SIM alongside the price of a calling add-on without accounting for the UK plan you already pay for. Instead, compare the total cost of the choices you could actually make, over the same period.
A break-even example — not current provider prices
Suppose you already have a suitable UK SIM. Imagine its ordinary Romania rate is 15p per billed minute and an optional calling pack costs £4 for 100 eligible minutes over the same period. These amounts are hypothetical teaching figures, not verified current charges from any named network.
Calls to ordinary eligible Romanian numbers
Hypothetical 15p/min without an add-on
Hypothetical £4 pack, including 100 minutes
10 billed minutes

100 billed minutes
£15.00
£4.00
150 billed minutes
£22.50
£4 plus 50 minutes charged under the actual excess-rate rule
Under these assumptions, the pack becomes cheaper at 27 whole billed minutes: £4 ÷ £0.15 = 26⅔ minutes. If you exceed 100 minutes, the result depends on the real excess rate or whether a second pack is needed; the table deliberately does not invent that charge.
Compare your three real choices
Keep your current SIM: calculate the cost of ordinary +40 calls versus a qualifying add-on. Your normal UK bill exists in both cases.
Replace your main SIM: compare the full replacement SIM cost with the old bill you would actually stop paying. Include any early termination charge, activation condition and post-promotion payments.
Use a second SIM: add the new Romania-calling subscription on top of your existing plan. Check whether your device supports a physical SIM and eSIM together or another dual-SIM configuration, and which number will be shown to the person you call.
A 500-minute benefit may be excellent when it comes with a UK plan that replaces an old subscription. The same benefit can be poor value when you pay for it as an extra line to make ten minutes of calls a month.
Check the billing unit, too. Some services round calls up in minute increments. As an illustrative example, ten separate calls lasting 61 seconds each could use 20 billed minutes on a service that rounds every call up to the next whole minute, despite just over ten minutes of actual speech. Do not presume a particular rounding rule applies to spusu, Lyca, Lebara, EE or Three without checking its terms. Also check call-connection charges if your rate includes them.
Finally, distinguish 30-day renewals from calendar-month packs and check whether an add-on renews automatically. A good one-off price is not necessarily a good recurring expense.
The number matters: +40 mobile, landline, UK number or Moldova?
The number you dial can determine whether you consume UK minutes, Romania international minutes or something charged at a specialist rate — regardless of where the person receiving the call is standing.
What you dial while in the UK
How to assess it
+40 7… — an ordinary Romanian mobile format
Check Romania mobile eligibility and any excluded number ranges
+40 2… or +40 3… — usually Romanian fixed-line ranges
Check the landline allowance and the precise number category; not every 03 number is geographic
+44… — a UK number being used by someone visiting Romania
Normally assess it as a UK-number call; the other person's roaming charges are separate
+373… — a Moldovan number
Moldova, not Romania; check it as a separate destination
Romanian short code, premium-rate or unusual service number
It may be excluded, billed differently or not reachable internationally
A call made inside WhatsApp or Signal on Wi-Fi/mobile data
An internet call, not an ordinary international voice call to a +40 telephone number
Romania and Moldova are separate destinations
Many families have contacts in both Romania and Moldova, but one country's call allowance does not imply coverage of the other. Romania's country code is +40 and Moldova's is +373. That is particularly important when comparing a strictly EU-calling benefit with a broader international package. Check each country and the number types you actually call.
You cannot always identify the Romanian operator by the prefix
Romania supports mobile-number portability. A number that originally belonged to one Romanian network may later have been moved to another. The regulator ANCOM explains the system in its number-portability guidance. If a plan makes distinctions between terminating networks or number ranges, do not assume the first digits still reveal the recipient's operator.
Calling a Romanian bank, doctor or public service
An ordinary Romanian geographic number may qualify for a landline allowance. A customer-service short code or premium service may be excluded, unavailable from abroad or charged differently. When contacting a bank, tax office or medical service, find the organisation's full number intended for international callers, and check that exact number type rather than assuming all +40 contacts are standard.
How to dial Romania from the UK: +40 and the missing zero
Dial +40, followed by the Romanian national number without its initial 0. The leading 0 is Romania's domestic dialling prefix; it is replaced by +40 when calling internationally. Normal Romanian mobile and geographic formats usually have nine digits after +40, although some allocated geographic and specialist number formats are shorter.
Romanian domestic-format example
Dial from a UK mobile
07xx xxx xxx — mobile format
+40 7xx xxx xxx
021 xxx xxxx — Bucharest landline format
+40 21 xxx xxxx
0264 xxx xxx — Cluj landline format
+40 264 xxx xxx
These are format examples, not working telephone numbers. On a mobile, +40 is normally preferable to 0040 because it travels with the contact when you are abroad. ANCOM publishes the official numbering structure for Romania.
If the call will not connect, check that international calling is enabled, you have the right number without an extra zero, and the destination is internationally reachable. Do not assume the solution is to buy more UK data.
What to buy — and what not to buy
New main SIM, lots of Romania calls: make a shortlist starting with a spusu plan that explicitly includes UK-to-EU calls, then compare qualifying Lyca and Lebara international products. Look at your UK coverage, normal renewal cost, actual minutes to the Romanian number type and what happens after the allowance.
Main SIM for Romania and other international destinations: shortlist Lyca and Lebara first, because destination breadth matters. Their approved international affiliate pages provide a relevant next step; DealPriceCheck's international-calls guide helps compare the broader decision without replacing this Romania-specific advice.
Already satisfied with your UK network: investigate its Romania-eligible add-on or pay-per-minute rate first. You may save more by not starting another subscription. If you do decide to change network, you can usually keep your UK number with a PAC; see our UK number-switching guide.
Mostly internet calls: a dependable everyday UK data SIM may be more useful than a voice-focused international package. However, pressing the ordinary phone dialler's call button — including when your operator's Wi-Fi Calling feature is active — does not automatically turn a +40 international call into a free WhatsApp-style call.
Questions about calling Romania from the UK
Which UK SIM is best for calling Romania?
If you need a new UK SIM and regularly make long calls to standard Romanian numbers, check spusu's qualifying UK-to-EU offer first, then compare relevant Lyca and Lebara products. If you are keeping an existing SIM, an eligible add-on or pay-per-minute rate may be cheaper. No operator wins without matching your numbers, minutes and overall plan cost.
Are Romania calls included in unlimited UK minutes?
Not automatically. Calling an ordinary +40 number from the UK is international calling, even though Romania belongs to the EU. Your plan needs specific international eligibility or a qualifying add-on; otherwise standard charges may apply.
Can a UK SIM include 500 minutes to Romania?
Yes, on qualifying products. Dated official spusu 20 and 30 summaries described up to 500 UK-to-EU minutes, while a named Lyca All In One Plus 15 product also published 500 international minutes with Romania on its destination list. Neither fact guarantees the same entitlement on all future or current SIM cards. The specific plan and destination terms decide.
Are Romanian mobile calls and landline calls charged the same?
Not necessarily. Some inclusive international allowances cover eligible standard mobiles and landlines, while PAYG tariffs or special ranges may be priced differently. Check the actual number type and the exact tariff.
Does free EU roaming cover calls from Britain to Romania?
No, not by itself. Roaming describes using a UK SIM abroad. Calls originating in the UK to Romania are a separate international-calling service, which needs its own allowance or rate.
Is Moldova included when Romania is included?
No, not simply because Romania is. A +373 Moldovan number is a separate destination from a +40 Romanian number. Compare both if you call family in both countries.
How do I dial a Romanian mobile or landline from the UK?
Use +40 and remove the domestic 0 at the start of the Romanian number. For example, a domestic 07xx xxx xxx mobile format becomes +40 7xx xxx xxx.
Do I need a Romanian SIM, or can I keep my UK number?
You do not need a Romanian SIM to make ordinary calls from the UK. If changing UK providers, you can usually keep your UK number by texting PAC to 65075 and giving the code to your new provider. Check any existing contract exit costs. Ofcom explains the switching rules.
Bottom line: buy the international calling benefit that covers the specific Romanian numbers and amount of calling you use. spusu's qualifying UK-to-EU allowance is especially relevant for frequent Romania calls; Lyca and Lebara offer options when you need wider international reach; an add-on may beat them all if you already have a good UK plan.
